A Philosophical Question

This has been burning in my mind lately.

How can a man (me) distinguish between a lady being polite/nice and a lady showing interest or flirting?

Hypothetically, a girl walks by me and says "I like your shirt (pants, hair, muscles, whatever)." Is she flirting? Or is she just liking my shirt (pants, hair, muscles, whatever)?

I can't tell, and I think I misread it all the time.

I think there's a fine line between being nice and flirting. As in, so fine it doesn't really matter. Someone who compliments you is at least interested enough to tell you she likes your (pants, hair, muscles, whatever). My thinking is, if you like it, go after her, get to know her better. Seek ye after these things!
